Memorandum
This letter arises out of
correspondence on General papers.
These are required elsewhere at the
moment, so I have made the following
summary of it:-
On 6th July the Acting
Secretary General of the League of
Nations forwarded a resolution by the
Council of the League to the effect (inter alia) that the special attention of the powers having
Treaty relations with China should be
invited to the provisions of Art. 15
of the Opium Convention, wita a view
to the most effective stepspossible being taken to prevent the contraband
Trade in opium and other dangerous
drugs.
On the 3rd August the Home
Office asked to be advised as to the
measures taken to carry out the provisions of Art. 15, and what measures it was proposed to take in order to give effect to the
Resolution.
On the 9th September this Resolution was sent to Straits
Settlements, Hong Kong. Weihaiwei, and British North Borneo Co.,who were asked to reply as at A; (a copy of the despatches is attached) and Home Office were so informed.
